Feature update - Allowance adjustment --> Personal Allownace

I know there is currently the "Allowance adjustment in current year", but this needs to be reset each year which I believe adds an unccessary admin step.

I believe it would be better if this were instead made into a a more permanant setting that can be updated and left from year to year.

It seems there is a script in the bin folder calculate_carry_over_allowance_for_all_user.js, it can be executed via npm run carry-over-allowance. I haven't tried it, and I suppose it has to be used by a cron task each year.
