[Broken Links] The `next-steps.md` has deployment links that are not valid

What I did

1. Scaffold a new repository from template using azd init ....
2. Opened the next-steps.md file to explore next steps
3. Clicked the Deploy with GitHub Actions link to configure CI/CD pipeline

What I expected

1. Instructions to configure the GitHub Actions
2. Sample file to use as reference

What I got

• 404 pages for both the links under this section (GitHub Actions & Azure Pipelines)

Troubleshooting

The links lead to the azd-starter-bicep project which has a commit that seems to have removed the links to the referenced files.
