Localize the logic for `CustomPackSubcommand`

Right now the logic for CustomPackSubcommand is mainly in ZipHelper where we find the custom handler executables and use the logic within HostHelpers to ensure that the custom handler executable is present. We should have that specific logic be in the CustomPackSubcommand itself and have any logic that's duplicate to the publish command be in a helper class.
