[RFE] Audit Telemetry Emission in Azure-Init

With the merging of PR: #133, azure-init will be emitting KVP for consumption by Hyper-V during provisioning.

There is a need to review and clean up the emitted telemetry to remove unnecessary calls and ensure meaningful events are logged.

Goal: Identify critical areas lacking sufficient telemetry and add relevant calls to improve observability and debugging. Focus on maintaining concise, informative, and consistent telemetry output.
