Build desktop binaries is failing on action upload step

Issue:
Build self-contained executables is failing with

Recommended Fix:
Update to v4 of the upload-artifact action.

It seems the Build and Test .NET Projects still has this same error: https://github.com/AzureCosmosDB/data-migration-desktop-tool/actions/runs/13084861108/job/36790411846

I'll submit a PR shortly for fixing the remaining 2 workflows.

Fixed via #170 and #172
