When starting QGIS I get an obtrusive warning telling me the Plugins toolbar is not visible.

Thanks @matt-needle , this was a bug I introduced a couple of months ago, but I thought I've fixed it since then. What version are you running, both for QGIS and the plugin?

This error prevails. I have had it for serveral months.

sorry @matself maybe I'd recommend disabling the plugin if you're not actively using it. I'm not sure why it still is giving the message on your QGIS's installations... I'd remove the error message entirely but lots of people come to us confused where the icon is, when the plugin toolbar was disabled.
