In the migration setup:

• split the migration code to 2 communities
  • Human Resources (HR) (already exists)
  • Circulars, Rules and Regulations

all the circulars (operational and administrative), staff rules should be migrated to the second community
rest of the documents to the first community
these communities are not related by subcommunity

modify the streams.yaml accordingly
create those 2 communities in dev-cds-rdm
