alternative identifiers vs related identifiers

We should reorganise the identifiers and related identifiers schemas and ID placement as follows:
    - [ ] alternative identifiers -> local identifiers schemas (not controlled in dc) f.e. report number
    - [ ] related identifier should point to external schemes (controlled in dc)

In addition:
- [ ] update the migration code
- [ ] we need to move the data in the existing records
