Disable language server in CircleCI VS Code extension

The language server is reporting too many errors that are irrelevant because we're using setup configuration.

I would like to simply disable the language server in the VS Code extension while keeping the pipelines explorer.

This PR adds the ability to ignore errors via comments like:

# cci-ignore-file

# cci-ignore-next-line

While the solution isn't an extension feature, it will allow you to decide what diagnostics show while still having the pipelines feature of the extension!

PR above has been released in v0.25.0 of the langauge server!

If using VSCode, you may need to restart your IDE for it to pull in the latest version of the language server. In terms of flat-out disabling diagnostics via the extension that is something I'm looking into next.
