Add ability to edit the relationship (role) between a Contact and a Facility #144

User Story
As a user of the HealthCare RollCall UI
I'd like to be able to edit the relationship (role) between a Contact and a Facility without having to Unlink/Link the Contact
So that I can quickly update the relationships between a Contact and a Facility
Acceptance Criteria
- Verify that the relationship between a Contact and Facility can be edited on the Facility Check-In page.
- Verify that the updated relationship persists
- Verify that only the current Contact/Facility relationship changes
