Broken links in README files

I was browsing through the packages in this repo, and since I wasn't familiar with all of them I started clicking links to learn more... I found a couple that were broken, so checked the rest that go to learn.microsoft.com and found these are all broken:

I checked the docs repo and didn't see any files or open PRs for the ?s in the table

I can fix some of these shortly, but I've no idea what should happen for the others

yeah, my guess is there's a bunch that are there with "good intentions to write docs" and that's never come to be 😅
