A new package for SciMLCompat

I would recommend making each "extension" a separate package at first if this is possible. This will make the dependency management a bit easier

All the directories with Project.toml are effectively separate packages, even if they live in the same repo. But when one depends on another, the local dependency needs to be Pkg.developed (instead of Pkg.add). I added some explanations here.

On Julia v1.11 managing this becomes easier with the [sources] section and in v1.12 there will also be a [workspace] section that will eventually make it easier.

There should not be any circular dependencies, (e.g. SciMLCompat depends on INS but not the other way around), but it could be that the package is added to your global environment (that is always loaded) via add.

This is correct

However I would still argue for a separate package because of the following two points:

• being contained in the lib folder inside another package implies that IncompressibleNavierStokes depends on SciMLCompat, but the reverse is true.
• If SciMLCompat would be in a separate repository, there is no need to fiddle around with Pkg.develop (unless you want to of course).
