How to appoint a certain version of blender to blenderproc

As I try to run the blenderproc, it simply starts to download a version of blender despite that I have already had one installed. I tried to manually create the config.yaml and added the environment variable, which didnt stop it from downloading

Update:
This is the major problem I have been having: Even if I installed some packages at the designated blender python directory, it still fails to detect the package. I am not sure whether this is a blenderproc problem or a blender problem.
