Implement Lazy Loading in Chart Gallery #53
Description
The River Conditions carousel uses videos in the site. As we add more and more, the page may begin to slow down. The same goes for other charts in the gallery that use full-sized images for the thumbnails and load all charts when the carousel is clicked in.
