For static input of reservoir parameters we allow missing data because different reservoir types (based on the outflowfunc parameter) are stored in one vector (e.g. parameter targetminfrac is only defined for outflowfunc 4). For cyclic and forcing input missing data is not allowed. For consistency between static and dynamic input data we decided (for now) to have no missing values in reservoir input parameters.

Additonally, the error that is thrown because of missing values is not correct ERROR: type InputEntry has no field name and should be fixed.
