Combine rimport and relink?

I'm wondering if we could simplify things by incorporating the relink.py functionality into rimport. My intuition is that they were originally separate because relink.py was originally needed to relink all files owned by a user when we first switched to the linking system. Unless, @jedwards4b, there was a different reason?

This would be able to take advantage of work I'm doing now on #5.

You are correct, the reason it was a separate script was so that it could be run on the bulk list of files. I think that combining them at this point would be ideal.
