Why is the minute selector showing single digits?

I'm using the following options:
useTwentyfourHour: true
startOfTheWeek: 1
sideBySide: true

The minutes selector shows single digits for values under 10 minutes. e.g. for 10:05 you have to select 10:5 which is REALLY weird.
I've never seen such a time definition

Is there an option to force double digits for minutes?

Is this a bug?

This is a bug. This will get fixed in the next release.
