depolyment may fail when uniquestring  contains '-' due to Strorage account name does not support '-'.

 When trying failover template, the uniquestring supports '-', but the deployment may fail since storage account name does not support '-'. By default is CFE storage account name is not specified, it will use uniquestring as storage account name.
