Publisher blank node inconsistency

The default metadata for the FAIR Data Point resource, which is available out-of-the-box, specified the publisher as follows:

<http://localhost> a dcat:Resource, dcat:DataService, <https://w3id.org/fdp/fdp-o#MetadataService>, <https://w3id.org/fdp/fdp-o#FAIRDataPoint>;
  dcterms:publisher <http://localhost#publisher>;
<http://localhost#publisher> a foaf:Agent; foaf:name "Default Publisher" . 

However, if, for example, we create a default Catalog resource, the publisher is specified with a blank node, as follows:

<http://localhost/catalog/b96a7bc2-0b07-4363-ab4c-97db3566428d> a dcat:Resource, dcat:Catalog;
  dcterms:publisher [ a foaf:Agent; foaf:name "some publisher" ];

Should they both follow the same format?

I believe they both rely on the Resource schema, which uses the blank node approach:
