Add a feature to upload chatflows from their specification using downloaded chatflows, enabling automation of chatflow creation

Currently, the platform allows users to download the specification of a chatflow, but there is no feature that supports uploading or importing a chatflow from a previously downloaded specification. This limits the ability to automate the creation of chatflows, as users must manually configure them.
