offline deploy with windows

How to deploy LS offline with windows?
The docker method is too complicated which needs wsl.
The .whl file still needs to connect the internet.
Is there any good method for offline deployment?

Thank you for contacting Label Studio,
It is possible to run Label Studio completely offline on Windows is possible without Docker/WSL. The reliable way is to do an “air‑gapped” install using a local wheelhouse of dependencies prepared on an online Windows machine, then disable telemetry/version checks so Label Studio doesn’t try to reach the internet at runtime
