Electricity data ingestion does not cope correctly with ambiguous times

When daylight savings time ended the job started failing with the error:

pytz.exceptions.AmbiguousTimeError: Cannot infer dst time from 2025-10-26 01:30:00, try using the 'ambiguous' argument

The current data is loaded by skipping the problematic files with ambiguous times. We are still waiting to see if the sources can be updated to include an indication of the timezone information.
