Support registry ui #42

What would you like to be added:
Right now, we have docker-compose.yaml to setup local registry, but we don't have ui for it. https://github.com/Joxit/docker-registry-ui seems a great fit for this.
Why is this needed:
Completion requirements:
This feature requires the following artifacts:
- Design doc
- API change
- Docs update
The artifacts should be linked in subsequent comments.
