Feature request: `pr_curve` convenience function to generate the precision-recall curve (PR curve)

Similar to how we currently have the roc_curve function for generating the receiver operating characteristic.

I think it would make sense to implement the AreaUnderPRCurve measure as part of the same project (could be separate PR's). The similar AreaUnderCurve (ROC curve) measure is implemented here. General guidance on implementing new measures is here

I apologize for the delay, I'm actually facing a big time crunch while shifting to my new workspace and hence would not be able to work on the PR at least till the next month. I'm unassigning myself from the issue for the time being
