Issue when using Julia 1.8.x

When running sam build:

ERROR: fatal: error thrown and no exception handler available.
ErrorException("ccall requires the compiler")

The calls to the julia binary need to have LD_LIBRARY_PATH="" prepended.

This is in 2 places: the Dockerfile and also in the bootstrap file.
