Design: Indicator of Current Upload Tab #132

Describe the issue
When on the Upload page, especially on the first step, there is no clear indicator of which steps you are on since the progress bar only shades in when you move onto the subsequent steps. We should add some color dot or partial line at the upload step in that bar to indicate you are on the first step of 4.
Where Is the Issue / How to Recreate
Steps to reproduce the behavior:
- Go to upload page, first step: "Upload"
Suggested fix(es):
- Add a colored dot on the far left side of the progress bar.
