Improve mode switching UX: nicer prompts and auto-switch capability #6347

Description

When using the new VSCode extension, the mode switching experience is lacking compared to previous behavior. Specifically:

  1. Nicer mode switch prompting — Previously there was a smoother, more intuitive way to prompt the user to switch modes (e.g., from Ask to Code mode). Currently, when a user asks the agent to switch modes and implement something, the agent redundantly asks "do you want to switch to code mode and implement this?" instead of just popping up a prompt that the user can agree to.

  2. Auto-switch capability — The ability to automatically switch modes based on context (e.g., auto-switching from Ask/Plan mode to Code mode when implementation is requested) should be a supported permission.
