Why aren't pre-10.3.3/10.3.4 restores on A6 supported with blobs?

I know iOS 10 is weird to save blobs for on 32-bit, however if you have functional blobs for 10, it'll refuse.

I have an iphone5,3 on 10.1.1, and I have working blobs for it -> selfisht in the legacyjailbreak server managed to create working shsh2 blobs for it from the raw blobs, but even then, when I select 10.1.1 in the restore menu, "not supported". I know why saving blobs is a bit difficult (iirc it's related to how the 5 and 5c use the same IPSW for 10), but why isn't restoring supported if you have a functional blob?
