Outdated "Reseller Rights Request Form" document

The Reseller Rights Request Form document refers to a sysdev.microsoft.com webpage which no longer appear to be available. I have a feeling that other parts of the document could also be outdated.

Could it make sense to either update the document or remove it altogether?
