Plugin class choice

I am trying to write a Plugin that does the following

1. Starts when Ghidra is opened
2. Listens for messages and performs various actions e.g. open/close project, list/open/interact with programs

Which Plugin class should I use for this? I only have experience with ProgramPlugin but it does not initialize when Ghidra is opened. Is ApplicationLevelPlugin the appropriate choice here?

Assuming you want this to be in the Front End (and not in any Code Browser too), then implement ApplicationLevelOnlyPlugin. If you plugin description contains the correct values, then the plugin will get added automatically. Otherwise, you will have to manually add the plugin from the Front End's File -> Configure menu.
