[Bug "Fix"] For Restored Apps no longer running/launching since not installed from Play Store #989

- I have searched the issue tracker for open and closed issues that are similar to the feature request I want to file, without success.
- I'm on the latest version.
- I'm not using a test build (alpha/beta/release-candidate).
- This issue contains only one feature request.
Problem Description
I have no Telegram or Matrix. But this is important and I went looking here for a fix. I did not find it. But I found one using pairipfix here. Since all Neo Users are rooted, this may help. It has worked for me thus far. Install and then select it to apply only to the app(s) that are troubled by this.
Proposed Solution
Perhaps someone can ensure that this gets on Telegram/Matrix? Thanks!
