Update mailing list mods/admins and description

https://sourceforge.net/p/neuroml/_members/ -> needs update to remove inactive folks, and give current editorial board members privileges. Also worth updating the description etc. Should probably say "mailing list for all NeuroML related announcements and discussion" or something on those lines.
