Expose option to enable stack traces for Solidity test #7456

Describe the feature
There was a feature request (NomicFoundation/edr#984) to expose an option in Solidity test to always collect traces (even for possibly side-effecting tests). The work was done on EDR side and is now in HH: NomicFoundation/edr#1070 and #7431
It still needs exposing in Hardhat.
