Peers test hanging on self test #4358

Description
When running charon alpha test peers, the test often gets hung up trying to connect to itself ( Ping to peer failed, retrying in 3 sec...) despite knowing the peer ID it is running as. Peer test is probably most useful testing external peers, not the local node. This also seems to affect the score given at the end.
Has this worked before in a previous version?
Not that I can tell.
