Besides starting a stake with a minimum of 32.00 ETH, how would it be reconfigured to set it to 5.00 ETH, for example?

When initializing the network (prysmctl testnet generate-genesis --chain-config-file flag), modifying MAX_EFFECTIVE_BALANCE in the configuration file should work.
