*.cbuild*.yml files should be updated when a newer CMSIS-Toolbox version is used

Describe the bug

It appears that the *.cbuild-idx.yml file is not updated when a newer version of the CMSIS-Toolbox is installed. After a cbuild setup command the *.cbuild-idx.yml still contains the old version (when there is not other change).

Expected behavior
*.cbuild-idx.yml file should be updated to reflect the current CMSIS-Toolbox version.

This is actually expected behavior agreed in #652

While updating files only for the sake of modifying the "tool version" may trigger unnecessary updates down the dependency chain, keeping an outdated/incorrect version in the generated files is inconsistent and has lead to confusion when analyzing files.
