Could there be more specificity in regards to datetime params for the /incidents endpoint?

The docs for since and until on the list incidents endpoint don’t specify whether they are exclusive or inclusive. Also, it doesn't seem to mention the granularity of time you can filter down to (e.g. seconds, milliseconds).
