Add logging config to apply to visualization workflow packages. This should be portable across machines. Related to `viz-staging` [issue#47](https://github.com/PermafrostDiscoveryGateway/viz-staging/issues/47) and `viz-raster` [issue#27](https://github.com/PermafrostDiscoveryGateway/viz-raster/issues/27)
