Skytils' "Fix World Time" prevents PolyTime from actually changing time

If Skytil's "Fix World Time" setting is enabled the slider in PolyTime does not do anything to actually change the time

I have nothing else to say so:

we just need to port https://github.com/My-Name-Is-Jeff/SimpleTimeChanger/tree/master/src/main/java/mynameisjeff/simpletimechanger/mixins/transformers

and relicense polytime to AGPL to reflect the license there
