Allow me to override $geoip_disable to false for some capture requests

With the Capture function $geoip_disable is set to true which is great 95% of the time. But in my case for some requests I need to be able to occasionally set it to false for some requests where I am passing the $ip value.

@haacked just came across this ourselves after implementing the SDK - and was surprised to see that we were unable to override the internal setting of this value by supplying the an override via properties["$geoip_disable"] = true

Found your reasoning here: aeffeca . In our instance, we forward our client IPs to the server and bind it to their request context so that we can resolve their location by setting $ip. In which case we'd very much like to have geoip_enabled in certain cases.

I can see that we can override this globally with SuperProperties defined via the Options pattern, however I tend to agree that a caller should be able to override the internal default if it needs to.

😆 Thanks for opening the issue @PaulDMendoza and chiming in @david-pw. Sorry I didn't notice this earlier. Yeah, we should allow overriding it. I think it should be true by default, but if you change it in properties, we shouldn't block it.

I'll accept a PR if someone wants to take a crack!
