Operational Reserve is not compatiable with sector studies #690

This bug exists on the master branch of PyPSA-USA.

The Issue
The operational reserve only indexes over generators, not links which numerous generators are converted to in sector studies. Moreover, the demand is wrong as it is grabbing all end-use carriers.
