Should we store EXT_LOCAL_FILE_SYSTEM in OpenRefine preference store

I was not able to find the documentation regarding OpenRefine preference store. However, the discussion and related issue to OpenRefine/#1677 should provide pointers.

Question: what is the impact when deploying the extension in Docker.
