use MySQL, you can disable the /pp fixed create looking option for data synchronization?
I use velocity and have three subservers, and PlayerParticles uses mysql connection, but "/pp fixed create looking" will generate the exact same effect at the same coordinate on all three of my subservers at the same time.

Super late reply here, but this happens for all fixed effects, they are not server-separate. I don't currently have any means of fixing this without resetting all fixed effects.
