add support for time series collection

MongoDB 5.0 adds times series collections

Time series collections efficiently store sequences of measurements over a period of time.

A tsc is created as follows

db.createCollection("weather", { timeseries: { timeField: "timestamp" } } )

We can allow RESTHeart to create a tsc as follows, with the timeseries property specified as a collection metadata property

PUT /weather { timeseries: { timeField: "timestamp" } }
