create a system catalog of entities

There is a need for a common entity that tracks entities on the cluster and their state of health.

@GaryWKeim @anthonydahanne : Is it something that we need to show in M&M ?

If yes, it could be done through the monitoring service, since we know all PlatformEntity objects already ?

The ideas related to this issue are not fully formed. I don't think this is something to expose in M&M at this time. Possibly when we have more advanced concepts related to entity relationships or something similar.
