feat: Add inconsistent members computation

Based on a discussion we had previously in the team, we needed to implement the inconsistent members analytics into our memberactivities analyzer pipeline. The logic behind inconsistent members is 

> Active people that it isn't their first time as active and they are not consistent (unioning with paused people)
