Shortcut keys to move notes up/down #7408

In notes, Shift+Alt+arrow up/down can be used to move paragraphs up/down. This is great for todo items / checklist prioritization (even though the editor is unaware of nested tasks).
The same shortcut key would be useful for rearranging notes within their parent:
