Fix interaction with procrastinate

@voidus - I have created a separate version of the original django-configurations here because the Jazzband owner seems to have abandoned the project and not interested in accepting experienced developers to move the project forward.

I have looked at your issue and have changed the way the create_parser is initialised that I believe avoids your issue.

To use django-configurator change all occuirrences of "configutrations" to "dj_configurator"
