add limitation on wifi/rf devices

It has been pointed out from other similar events that teams sometimes take desperate measures to provide wifi/radio reception. This needs to be clearly prohibited.

Since this is difficult to clearly define in the rules, all teams have been asked to specify the technology they are using for remote controlling the vessels.
