Nuget file is missing libvosk.so on linux arm64 builds

Per title, for latest version published on nuget.org (0.3.38).

Unable to build 0.3.70 due to #2001, but looking at the files csharp/nuget/ files it would appear to have the same issue.

Unfortunately I don't have arm64 platform to test this quickly, does this work in build/Vosk.targets?

That didn't work.

I've made some changes in #2003 which simplify the nuget packaging in a newer syntax and does work. It places the dll/so/dylib into runtime identifier directories. This has been tested on linux-x64 and linux-arm64.
